1. test/java/util/TimeZone/Bug6329116.java
- Stop annoying warnings.
- Do the same test for non-English locales (This should be done as test/sun/util/resources/TimeZone/Bug6329116.java because this is for L10N.)
2. test/java/util/TimeZone/tools/zdump/JZictest.pl
- Change the spec.
Old: When a file exists, it isn't udpated.
New: When a file exists, is is deleted and re-created.
- Stop annoying warnings.
