Inconsistent behavior when launching javaws with input as javaws(./javaws javaws)

Tested Build : mustang b78
Tested OS : windows, solaris


Steps to reproduce :
1. Install mustang jre b78
2. clear cache
3. go to jre1.6.0/bin
4. launch ./javaws javaws
The error "Unable to launch the application" is displayed
5. Click on details button
On windows, the more info dialog shows "could not load file/URL specified:javaws"
On Solaris, the more info dialog shows "The following required field is missing from the launch file:jnlp" and launch file tab displays junk characters.
