Steps to Reproduce:

1) Install jre on Windows or Linux
2) Launch JCP
3) Click Settings
4) Change "Set the amount of disk space for storing temporary files:" to 1 Byte
5) Save settings
6) Launch Bugster JNLP Application
(./javaws http://bugster.central.sun.com)
Warning message dialog is not displayed. But when the application is uninstalled (./javaws -uninstall) and then launched again (./javaws http://bugster.central.sun.com), warning dialog is displayed. Certain times, even un-installation/re-launching of application too does not show the warning dialog. Behavior is not consistent.
On solaris 10, waring dialog is seen during the 1st launch.
