The specs for javax.tools.Forwarding{FileObject,JavaFileManager}.equals() are copied from the Object spec.
Because there is no special description what objects are assumed equals we (JCK team) suppose that this functionality is inherited from the Object class.
(But we understand that in this case the method equals shouldn't be redefined:)
