jconsole uses png image files for dialog mastheads.

The first problem found was, when running jconsole in S.Chinese (zh) and Japanese (ja) locales, the masthead caption is displayed in English.

Other examples include: New Connection dialog and About JConsole dialog.
This is a regression in Mustang, as previous version did not use masthead images in dialogs.
