PIT 84: Mustang not supported dialog is not coming up for sponsor bundle on Win 98

Tested OS : Windows 98
Tested Build : Mustang PIT 84

Steps to reproduce :

1. Install mustang PIT 84 sponsor bundle (/net/dig-dug.east/bigtmp/deployment/1.6.0/nightly/2006-05-02)
2. The license agreement dialog comes up
3. click accept button
During jre installation, the security dialog pops up (which is not expected)

Expected behavior : Before showing the license agreement, the dialog "This is not a supported operating system" should be displayed

Note : This behavior is seen on both offline and online installers (sponsor bundles)
This is not happening with non-sponsor bundle.
