In our new PIT respin bundles

new regression introduced:
trace functionality is not working (tested on windows)
To reproduce:
- install jre1.6.0.exe
- update deployment.properties files with:
deployment.trace=true
deployment.javaws.traceFileName=C\:\\javawsTonga.trace
- run any javaws comand (javaws -uninstall)
No javawsTonga.trace file created.
Latest nightly build is fine.
It is a total blocker for our automation tests.
