we added deploy.exe and trusted.empty when we first fix 6396594: plugin cannot write to default cache directory.

in new builds of vista (5365+), we no longer need to use deploy.exe to create the deployment infrastructure files/dirs.

we should remove deploy.exe and trusted.empty from jre/bin
