regression : Scrollbar's tumb flicker very badly, when tumb is drag towards the arrow button.

    Description

      Step to reproduce:-
      ------------------------
      1) Run the attached program.
      2) Click either on the horizontal or vertical scrollbar's tumb & drag towards any arrow button of the selected scrollbar. If you see the scrollbar's tumb flickering then the bug is reproduce.

      This works fine in Mustang b10 , b20 , but fails to work from b25 onwards. Hence this is a regression.
