JDK Info: PIT b84

OS: Windows VISTA 32 bit (5342)

Steps to reproduce:
1) Install jre
2) Open command prompt
3) Change dir to $JRE1.6.0/bin
4) Enter javacpl ; javacpl (twice)

Note: Two instances of JCP are launched

Same is seen with HTMLConverter ; HTMLConverter

The bug is till reproducible on VISTA 5384 (32-bit) with b86 PIT.

Missed a step in the description:
After the 2nd step (Open command prompt terminal), "Change to bash or csh shell" and then enter ./javacpl.exe ; ./javacpl.exe
Two instances of JCP is launched. Hence re-opening this bug.
