we should no longer bundle WI2.0 engines in Mustang

      Mustang is no longer supported on win9X platforms. That means that win2k w/out sp2 or higher is the only platform in which users *may* not already have Windows Installer 2.0.

      So I'd like to propose that we stop shipping the WI2.0 engines with our offline installers. That will reduce the download size of every JDK and JRE offline installer by ~3MB each. That should save us a lot of money, and are customers a lot of download time.
       
      If they don't have WI2.0, I suggest we either:
       
      #1. Pop up a message telling them to get WI2.0 from Microsofts website
      or
      #2. Download/install WI2.0 for them

      I'd prefer to do #1. Not only does it save us money and bandwith on our servers, it will also simplify our installer code quite a bit. Let me know why you guys think.
