      Reproduce:
      1. Install mustang bb79 on Windows98SE
      2. Open Cshell
      3. %java -version
      4. Get warning message:
      Error occurred during initialization of VM
      Unable to load native libbrary.

      JDK build: since b79
      Platform: Windows 98SE
      Language: Tried on zh_CN, zh_TW and Korean. Got the same problem.
