Vista : JRE Auto-Download options are not enabled

Tested OS : Windows Vista (build 5381 - 32 bit)
Tested Build : mustang PIT build 85 or 86

Steps to reproduce :
1. Login as administrator and install jre
2. Launch java control panel
3. Go to advanced tab

It can be noticed that JRE Auto-Download opions are not enabled
It is working fine till b84
