tools/javac/Paths/Diagnostics.sh fails: bad files in extdirs doesn't cause an error

    Description

      javac -Xlint -extdirs jars Main.java
      javac -Xlint -endorseddirs jars Main.java

      does not fail when there are bad files in the "jars" directory.
      This is an unintended regression.
