Test: test/java/util/Locale/deflocale.exe

To reproduce:
Run the manual test test/java/util/Locale/deflocale.exe (usage specified in deflocale.c) on Windows Vista and Windows XP, then compare the results with the golden data (deflocale.winvista and deflocale.winxp). The results are attached.
The results showed inconsistence with golden data:
1. On WinXP, 'Spanish (El Salvador)' showed as 'es', instead of 'es_SV'
2. On both WinXP and Win Vista, names for Norway are not consistent.
