Disable GDS/GTB offering using Registry keys is not working with jre-1.5.0_08-b01(Sponsor) bundle

Testcase details:
-----------------
TJI001-007: Disable GDS and GTB offering using Registry Keys.

  1. Set the Registry value \HKLM\Software\Javasoft\SPONSORS to 0 of type DWORD .
  2. Start JRE installation.
  3. JRE installer should not show GTB and GDS offering dialogs.
  4. Test is Pass if JRE is properly installed without any warnings or error messages.
  5. Test is Fail if GDS or GTB softwares are installed.

Expected:
---------
GDS/GTB should not offer and jre should install successfully
Actual:
-------
GDS/GTB offering and jre installed successfully.

Note:
-----
The same testcase was PASSING with on-line(iftw) jre bundle.
I am able to disable GTB/GDS with on-line bundle by using the Registry keys option.
JRE installed successfully
