This RFE is for add JSR-277 in Java Plug-in:

* Look up modules in local repositories according to information specified through
 
   <APPLET ....
   <PARAM NAME="module.0.name" VALUE="xyz-1.0.0">
   <PARAM NAME="module.0.url" VALUE="http://..../xyz-1.0.0.jam">
   </APPLET>

- Download and install modules into the URL repository if it is absent.
