What:
   We want to make it easier to make simple javadoc doc fixes:
   - Trivial errors - misspellings, typos, grammar etc.
   - Broken links
   - Warnings in the doc build
   - NOTHING that is substantive, requires a CCC, ...
   - ONLY javadoc changes at this time. No code changes, makefile
     changes, ...

When:
   Right now. You can use this in mustang until RC code freeze.
   You can use it in dolphin when that opens.

   But, this window-of-ease probably won't last forever.

Who:
   People in core tech. putbacks going thru TL.
   Maybe this will be expanded to other groups if it is effective.

How:
  - Fix the javadoc problem(s).
  - Get someone else to review the fix if you deem it necessary
  - Do an sccs delget with comment
      Fixed 6442530: Placeholder CR for trivial javadoc cleanup fixes
  - YOU BETTER DO A CLEAN BUILD and docs build unless you are 100% certain
    beyond any shadow of a doubt that your changes do not break the build.
  - Do a putback command with this comment

  - Do NOT modify CR 6442530. We are going to leave it untouched throughout this
     process.
