PIT b90: Error message should be modified when windows installer is not installed on the test machine

Tested build : mustang PIT b90

<ws>/make/installer/bundles/windows/ishield/wrapper/wrapper.jre/wrapper*.rc
files contain the following error message "Java(TM) could not not be installed ...."
This message will be thrown during jdk/jre installation, when windows installer is not installed on the test machine.

It can be noticed that "not" word is duplicated
