Reproduce:
1. Click jdk-6-rc-bin-b90-windows-i586-30_jun_2006.exe to start installation on zh_CN Windows 2003.
2. Got the warning message "Unable to apply converter. check that if you specified the right converter path.' Refer to the attached screenshot.
3. installation failed

Test environment:
Platform: Win 2003, Win XP Home
Mustang: b90
language: Simplified Chinese. Korean or Traditional Chinese has no problem.
