Improve javadoc conventions in java.math.*

      The text of the javadoc comments of the classes in the java.math package often use "<tt>" and "<code>" html tags and html escapes for "<" ("&lt;") and ">" ("&gt;"). The text of the javadoc source would be much clearer to read if the {@code } tag were used judiciously.
