On Windows, ComCtl32Util::FreeLibraries() sometimes is not called

      Dispose of Toolkit may be not called, and as result ComCtl32Util::FreeLibraries() not invoked. Result is, either assertion in ComCtl32Util destructor (for debug build) or resource leak.
