Currently only a limited subset of all deployment properties can be specified
in the system-wide deployment.properties file. Consider a Sun Ray or a windows
terminal server configuration where all users run the same applet. There it
would make sense to specify typical user level properties such as deployment.javapi.jre.<release>.args in the system wide deployment.properties.
This would eliminate the need of excessive copying. In a nutshell: All properties
which can be specified in the ControlPanel should also be available from within
the system-wide deployment.properties.
