Java Installer is doing multiple downloads of MST files

      The Java installer is downloading each MST file required almost 3 times.
      For JRE english locale, I saw the sponsor mst file (SP1033.MST) downloaded 3 times for every install.For all other locales even the locale JRE mstfiles (jre*.MST)are downloaded multiple times.
      Need to fix this as we add unneccessary load on our infrastructure.
