Bug Info:

Gutter(Vertical separator) is not showing for menu in RTL orientation on vista.
Currently it's supporting to menu in LTR orientation.
Please check attached image to identify the unsupported behavior.

Vista Details:

Vista Version: 6000 ultimate.
Vista Theme: Aero.

Steps to Reproduce:

1. Download the attached code.
2. Execute the application
3. Click on any one of the menu in the application.

Expected Results:
=================
menu titles and icons should separate with gutter.

Actual Results:
===============
Gutter is not showing in the menu.
