PATCH.ERR got created during JRE installation on windows

Tested OS : windows xp, windows 2k
Tested build : 6u1 b01 to b03 (JRE bundle)

Steps to reproduce :

1. Install 6u1 b03 jre bundle (jre-6u1-ea-windows-i586-p.exe)
2. Go to jre1.6.0_01 folder

It can be noticed that patch.err file exists (which should not be created).
Following is the content of patch.err :

ENTRY: lib\charsets.jar
