1. Create a Frame with a button.
2. setFocusableWindowState(false)
3. and make it visible.
4. (windows xp) icon of the frame is displayed in the toolbar, right click on the icon
and select "move" option from the menu and press on any Arrow key in the keyboard.
Expected Result: frame should be moved as you press the arrow keys.
Actual Result: frame is not moving.
5. similarly select "size" option from the menu and press on any Arrow key in the keyboard. size of the frame is not changing.
Note:This defect is reproducible only on windows and it exists since 1.5.0
