Given the new copyright guidance information from legal, we need to make
sure that the third-party copyrights on these files are correct.

The majority of the files have already been addressed by Seema, but in the last
resync with the gate, RE backed out one file. I need to go review this file and
see what needs to be in place.

This is a showstopper for b12, so this needs to be addressed ASAP.
