Builds are broken in B12 right now due to a change I made to control/make/Defs.gmk.

I had assumed that if control/make/closed did NOT exist, that we had an OPENJDK build, that is not true, this directory is not part of the bundles created that are used in formal builds. So test building out of workspaces would not see this problem, and openjdk building was fine. See suggested fix.
