If ALT_JDK_DEVTOOLS_DIR is used with an OPENJDK build, and the other ALT* variables this thing imp[acts are not set, then the default selections for ALT_MOTIF_DIR and ALT_DEVTOOLS_PATH when OPENJDK=true will not use ALT_JDK_DEVTOOLS_DIR.

The ALT_JDK_DEVTOOLS_DIR setting impacts many default values, effectively anything under /java/devtools.

This is mostly used by release engineering, and is not a serious problem for most builders of the openjdk.
