Launching Java Control Panel results in an error dialog in modem/ slow broad band connection.

I am using a slow broad band connection ( 10 -20 Kbyte per sec).

I tried launching java control panel through command line - javacpl.exe

It started installing required components after few minutes ( 3 minute I suppose i am not sure) it is throwing

This may be due to timeout ? After the first failure Java Control Panel never launches int the same m/c unless re-install Kernel JRE.
