We need to merge 1.4.2 and 5.0 sa_baseline workspaces to update release workpaces:
- It is hard to maintain these side workspaces.
- By merging the sa_baselines to hotspot workspaces, hotspot workspaces will contain all the latest features and bug fixes integrated into these baselines.
- All the future SA work will go into hotspot update release workspaces (1.4.2_xx and 5.0ux)
