deploytk.dll is not getting copied under windows/system32 with kernel jre bundle

tested bundle : 6U4 PIT2 (http://j2se.east/plugin/1.6.0_04-nightly/2007-08-02)
tested os : windows

steps to reproduce :
1. install 6u4 PIT 2 kernel jre (-k)
2. launch java control panel so that all the dlls will get downloaded (by default, dlls are not getting downloaded.)
3. go to jre6/bin
deploytk.dll will exist
4. go to windows/system32
deploytk.dll does not exist. In this case, after jre uninstallation DT will be removed that should not happen.
