applet folder is not created under jre/lib. This is a regression from previuos releases

Tested OS : windows
Tested bundle : 6U4 PIT2
kernel jre: http://j2se.east/plugin/1.6.0_04-nightly/2007-08-06.13_45/windows-i586/jre-6u4-windows-i586-p-iftw-k.exe

Steps to reproduce:
1. Install kernel JRE build from the above location
2. Once the installation is complete, the jre/lib directory does not contain the applet folder.

For all the previous releases, applet folder is created under jre/lib.
