-Dsun.tools.jar.useExtractionTime=true uses a time that is about 8 minutes early

      tools/jar/JarEntryTime.java regression test fails as it expects a timestamp within a 10sec precision time, but using -Dsun.tools.jar.useExtractionTime=true always uses a timestamp that is 6-8 minutes early.
