Kernel BackgroundDownloader invocation on Vista creates the folder kerneljre1.6.0_04 and file dummy.kernel under the directory
User->AppData->LocalLow .These are not removed after uninstallation.

Tested OS : windows Vista Ultimate
Tested bundle :6U4 PIT2 (http://j2se.east/plugin/1.6.0_04-nightly/2007-08-06.13_45)

To reproduce
-------------
1. install 6u4 pit2 kernel jre bundle
2. The BackgroundDownloader does not start automatically now.Starting any java program (java -version) invokes BackgroundDownloader.
3.The folder "kerneljre1.6.0_04" ( bin and lib subfolders) and file dummy.kernel gets created under User->AppData->LocalLow
4.After uninstalling the JRE ,these files are not removed.
