Tested OS : windows
Tested bundle : 6U4 PIT2 (http://j2se.east/plugin/1.6.0_04-nightly/2007-08-06.13_45)
Steps to reproduce :
1) Install jre.exe (6U4 PIT2)
2) Launch java control panel
3) By default Java Quick Starter check box is enabled (service is started under windows services)
4) uncheck the checkbox (now the service is stopped)
5) copy deploy.config and deployment.properties (attached) under c:\windows\sun\java\deployment directory. ie, set the value as true for java.quick.starter in system level deployment properties file
6) Relaunch java control panel
The check box is disabled though I have set the value as "true" in system level deployment properties.
