Files-In-Use dialog shown in default update flow using Java Control Panel

      Due to Patch-In-Place, if we update from Java-Control-Panel, installer will prompt to close Java-Control-Panel. Then user needs to close control panel and then click "Retry" to proceed with installation.

      This introduces additional steps for update. This must be simplified. One way is to show a message providing option to restart Java-Control-Panel. This must be done before installation starts. This will reduce number of steps and confusion..

      The same is applicable for installation when other applications like Plugin is in use. Earlier we could install a new version while previous version of java is in use. This is fine for other applications.
