Microsoft has issued a time zone data update KB933360:

August 2007 cumulative time zone update for Microsoft Windows operating systems
http://support.microsoft.com/kb/933360

This includes new time zone "Montevideo Standard Time" for Windows. Java needs to be able to detect it.
