JVM Launcher Error - Cound not find main class - while switching from Kernel VM to Client VM.

Steps to reproduce:
1. Download and install Kernel JRE
2. Wait till the BackgrodDownloader stops / all bundles are downloaded
3. run a java program say "java -version"

JDK-6589890 Kernel JRE Completion Process is not working or not complete.
