With kernel jre, it is possible to launch more than one instance of java control panel

Tested OS : windows
Tested bundle : http://j2se.east/plugin/1.6.0_05-nightly/2007-08-30.23_28

Steps to reproduce :
1. install kernel jre bundle
2. go to jre6/bin
3. launch java control panel by clicking javacpl.exe twice
Once the related apis got downloaded, more than one instance of java control panel will be launched.
Expected behavior : At any point of time, there should be only one instance of java control panel
