With kernel bundles available for download from servlet, we need a way for engineers to be able to specify a URL to get custom build bundles - this is the only way for engineers to verify their kernel related fixes before the changes are integrated into the workspace and bundles are staged at the servlet.

This is also necessary for Pre-integration testing - SQE need to test kernel bundles before they are published on download servelet.
