Current end DST rule for this timezone is :

It should be :
Calendar.APRIL, 1, -Calendar.SUNDAY, 2*ONE_HOUR, SimpleTimeZone.STANDARD_TIME,
For clarification, the new rule means DST will end on the first Sunday in April for this timezone.
