Since 4850474 was integrated in 2005, the old CHA module has become obsolete.
It exists only as a check against the new dependency mechanism.
There are occasional messages in the hotspot.log from this module,
usually reporting that the new dependency mechanism has found
optimization opportunities that CHA would have missed.
These messages occasionally cause alarm or confusion,
to those who inspect the log file.
Since the new dependency mechanism is mature, CHA has no use,
and should be removed from the system.
