(see bug #6589447) We do now kill the background download process, and invoke javaws with the args "-J-Dkernel.background.download=false -silent -shortcut -uninstall", so it no longer starts a background download process, however, if javaws has never been run, it will start doing foreground downloading of the bundles in the jre being uninstalled.
It should not even invoke javaws if this jre never has (as evidenced by the existance or non-existance of javaws.jar in the lib directory of the JRE.)
