Reproduce:
1. download jdk-6u3-windows-i586-p.exe/jdk-6u3-windows-i586-p-iftw.exe from http://jscpreview.sfbay/javase/downloads/index.jsp
2. install 6u3
3. click on the "this <http://webeng.sfbay/plugin-test/>" link to go to the test page.
4. click on "Test Install" link for the corresponding release version ( 6u3) to begin testing.

Problem:
The plugin does not work.

Note:
This is not regression of 6540679. The performance is different. In 6u1 it prompts to install 6u1 again. But in 6u3 there is no any warning message.
