Now that Java Update uses patch-in-place, we need to shutdown files more often that are locking the JRE image that we're about to patch. The best time to apply patch-in-place is right after a system reboot, so we should be more aggressive with Java Update after a machine is restarted.
The change here would be, immediately after a system reboot, to skip the Java Update balloon and go straight to the Java Update dialog. More details at:
