The Unix install workspace Makefiles should be changed to support a DEBUG_IMAGES=0 or similar make variable. When this is specified, the processing of the JDK debug images would be skipped for both the binaries and bundles targets. Ideally we would support easily building only the JRE bundles, but in lieu of that change we should at least not require the jdk debug image to be present, as "gnumake images" in the j2se workspace does not even produce these images by default.
