In the JDK today there are several specialized access to the Windows registry, this
increases hard to compress native code size, and new projects which need Registry
entries are required to introduce more dlls to simply query the registry.

This RFE proposes and requests that the
./windows/classes/java/util/prefs/WindowsPreferences.java
./windows/native/java/util/WindowsPreferences.c
be restructured and provided as a utility class in sun/misc, to be used
by Java internal developers as a unified Windows Registy access infrastructure.
