JavaControlPanel not launching while running with a slow modem connection on my Windows XP SP2 box. (129.158.229.249)

How to reproduce:
Download and Install netlimiter from http://www.netlimiter.com/download.php (evaluation)
Limit the speed to 24 KB/sec ( 24*1024 )
Download and install Latest PIT build of Kernel JRE
Launch a SwingSet Applet ( http://sqindia.india.sun.com/disk13/jcg/builds/1.6.0_05/b03/binaries/windows-i586/demo/jfc/SwingSet2/SwingSet2.html )
When Applet comes up ( Java Cup Icon appears on System tray ) Launch Java Control Panel either by right click or by from System Control Panel - > JCP

Current Behavior :
ps -ef | grep java will show JCP related java process

But will never comes up (waited for 3 hours :))
Consitently reproducible in 129.158.229.249 -
Remote Desktop UserName and password can be given on request.
